David A. Barnard, P.L.S.
Surveyor and Civil Design Technician

Mr. Barnard represents GOTECH as a Surveyor and Civil Design Technician. With over 32 years of extensive surveying and engineering experience with public, private and government agencies, he is well-versed in boundary and topographic surveys, cross-section analysis, construction stakeout and alignment determinations. He serves as an Engineering Designer and Land Surveyor, performing earthwork calculations, hydraulic and levee designs, drainage calculations, roadway layouts, complete cost estimate computations and boundary and topographic surveys. His engineering and surveying capabilities are enhanced by utilizing AutoCad, Softdesk, Maptech, Auto civil and Eagle Point software.

Mr. Barnard's responsibilities include assisting the survey personnel with topographic surveys, downloading data files, providing quality control reviews and performing and checking boundary surveys. He has project experience on a variety of boundary and right-of-way issues. Having extensive knowledge and experience in survey and design, Mr. Barnard provides a valuable service to the GOTECH team. His scope of service also includes production of topographic maps on road projects, airports and aprons, complete with contours, cross sections and existing/proposed drainage maps. On coastal restoration projects, Mr. Barnard compiles data from bathymetric surveys to produce one foot contour plan viewing mapping.

Raymond Belmer
Survey Technician

Mr. Belmer's position at GOTECH is Field/Survey Supervisor. He possesses over 31 years' experience in the survey field and has been involved with most every aspect of field surveying. His work experience includes first order baseline traversing, first order leveling, property boundary surveys, topographic surveys including profile, cross-section and automated hydrographic surveys, photogrammetric base survey work for aerial mapping, cadastral surveys, highway, bridge, industrial and commercial building construction layouts, pipeline surveys and layouts, electrical transmission line surveys, establishing monumented networks for cadastral and GIS control and waterway dredging projects.

Mr. Belmer has a working knowledge of GPS survey equipment, total station operation, EDM equipment, Fathometer/Hydro equipment and data collectors. Mr. Belmer has supervised surveys for the Corps of Engineers, DOTD, coastal erosion projects for NMFS, and the FAA, including projects for airports and military bases. Mr. Belmer has completed OSHA and ARSC Safety Training courses necessary for entrance into industrial plants.

With the combined strengths of his surveying background and guidance, Mr. Belmer has helped make GOTECH a leader in the surveying field.

Mr. Belmer is certified in CPR and first aid, which he maintains with periodic refresher courses required by the American Red Cross. This training provides a valuable asset whether on the job-site of in the office.

John Boudreaux
Construction Inspector

Mr. Boudreaux's position at GOTECH is Construction Inspector. He began with the firm in 2007. He is a 1991 graduate of Louisiana State University.

Richard J. Chataignier
CADD Technician

Mr. Chataignier's position at GOTECH is Computer-Aided Drafting and Design Technician. In this position he uses his experience in AutoCadd and Microstation Computer-Aided Drafting systems to coordinate geometry, graphics, general drafting and engineering computational methods. Design calculations, quantity derivation, data research, quality control and shop drawings are all functions of his position.

Mr. Chataignier has over 35 years experience which prepares him well for the technical demands of his position at GOTECH. This experience includes design, drafting and plan preparation for local, municipal, state and federal agency projects. His responsibilities have included CADD, board drafting, calculations, geometry, drainage, bridges and retaining walls. Other duties involved reducing survey field notes, providing pencil and ink drawings, as well as quantity and other miscellaneous calculations. Project exposures have included significant work on major bridges, including: I-10 Twin Spans temporary reconstruction (following Hurricane Katrina)which crosses Lake Pontchartrain; Louisa bridge in Sypremont Point which is a movable, bascule bridge; the Yazoo concrete/steel bridge; and the Flannery Road bridge in Baton Rouge. Other project work includes airports, site work and the preparation of exhibits for studies and reports. He also has more than two years' practical experience with the MCAUTO GDS System.

Mr. Chataignier provides valuable assistance to the engineering staff regarding all aspects of project design, working with criteria for design, specifications and plan preparation required by agencies such as DOTD, FAA and the Corps of Engineers.

Chris Corvers
Construction Inspector

Mr. Corver's position at GOTECH is Construction Inspector.
He joined the firm in 2007 and is a 2006 graduate of Louisiana State University.

Pradyot Deshpande
Engineer Intern

Mr. Deshpande's position at GOTECH is Engineering Technician. He has a strong academic foundation in civil/environmental engineering combined with five years experience as an Environmental Research Engineer.

Mr. Deshpande is working on the City of New Orleans Office of Recovery Management Public Infrastructure project which includes repair of city assets, police and fire stations, streets, recreation center, court buildings, museums, libraries and parks that were damaged by flooding caused by Hurricane Katrina. His duties on this project include planning, designing and overseeing infrastructure utility designs and analysis.

Trupti Deshpande
Database/Primavera System Specialist

Mrs. Deshpande's position at GOTECH is Database/Primavera System Specialist. She is a valuable part of the GOTECH team and brings solid work experience including software development testing and interaction with structural databases.

As a software technician, Mrs. Deshpande will provide database development and management for the City of New Orleans Office of Recovery Management Public Infrastructure project. Her responsibilities include the utilization of a complex software program to manage time, costs, resources, project scheduling and reporting functions. As a software technician, she provides database development utilizing Primavera P5/P6 database and applications.

Patrick Donelon
Project Supervisor

Mr. Donelon’s position at GOTECH is Project Supervisor. Mr. Donelon has extensive experience in quality assurance inspection, project management, construction administration and contract enforcement/compliance. He has over 26 years experience in the construction-inspection field, working on project sites in South Louisiana. Mr. Donelon has served as the lead QA inspector at GOTECH for over 12 years, working on projects in the New Orleans Metropolitan area.

Mr. Donelon’s responsibilities include working closely with the US Army Corps of Engineers on Hurricane Katrina storm debris removal/storm recovery project in the City of New Orleans. He led the GOTECH personnel assigned to the project, coordinated 50 inspectors work on a daily basis. He verified the work performed in terms of quantity and adherence to contract requirements.

Mr. Donelon’s responsibilities with the New Orleans Regional Transit Authority included monitored the construction of the $26 million maintenance facility project and was the project manager assigned to the St. Charles Streetcar Refurbishment Project. He worked closely with the RTA staff developing the Critical path schedule milestone, the Projected Production Budget and the Cost to Complete Budget.

Mr. Donelon has experience with New Orleans Sewerage and Water Board. He has inspected project sites where sewer lines, force mains, pump stations, sheet pile walls and deep excavation pits were being constructed. Mr. Donelon’s project experience required field interpretation of the contract construction documents, plans and specifications to ensure field compliance.

Bruce Dyson, P.E., P.L.S.
Engineering Coordinator

As GOTECH’s Engineering Coordinator, Mr. Dyson brings a wide array of knowledge and experience to the firm. His threefold registration status (civil engineer, land surveyor and certified floodplain manager) provides for a unique understanding of project features in the engineering phase, as well as the survey/geometric portions of a project. Over the past 30 years, not only has he been directly involved with a variety of major infrastructure projects, he has also enhanced his expertise in civil engineering, land surveying, project management, construction management and administration, and cost estimating. His experience includes coastal restoration projects, drainage improvements, marine engineering, structural engineering and flood control projects. He is a member of the American Society of Civil Engineers, the Society of American Military Engineer, Chi Epsilon (National Civil Engineering Honor Society) and the Association of State Floodplain Managers.

Mr. Dyson’s extensive list of credentials begins with a Bachelor of Science degree in Civil Engineering from Louisiana State University. Most noted among his professional accomplishments are serving as the Project Manager for coastal restoration projects administered by the National Marine Fisheries Service, preparation of a flood control master plan for an 11,000 acre drainage basin in Jefferson Parish, Louisiana and flood control, bank stabilization, erosion control and hydraulic structure designs for the Yazoo River Basin project for the Vicksburg Corps of Engineers. Other accomplishments involve preparation of plans and specifications for various Mississippi River main protection levee projects, including Atchafalaya Basin levee enlargement projects for the New Orleans Corps of Engineers.

Included in Mr. Dyson’s surveying experiences are numerous projects involving boundary surveys, topographic work, drainage surveys and aerial mapping controls. He was Project Manager in charge of several Corps of Engineers survey contracts involving up to five field crews working concurrently. In that capacity he was responsible for levee centerline profiles, cross sections, baseline traversing and hydrographic, boundary and riverfront topographic surveys.

Aida Fenix
Project Finance Coordinator

Ms. Fenix's position at GOTECH is Project Finance Coordinator. Ms. Fenix served as Quality Assurance Inspector and Team Leader for GOTECH during the debris removal projects in Jefferson and St. Tammany Parishes provided for the US Army Corps of Engineers. This project included monitoring of segregation of hazardous wastes and white good removal, construction and demolition debris removal from the right of way and private property, tree and stump removal. Ms. Fenix provided Quality Assurance monitoring of demolition, residential ddrop site and Jefferson Parish Landfill operation. Ms. Fenix also measured trailers to determine load capacity, conducted safety inspections on vehicles, wrote daily reports detailing events of the day including load amounts, locations worked, safety issues and any controversial matters.

Ms. Fenix assisted with the scheduling of QA inspectors throughout the project area. She worked with the USACE supervisors to coordinate the deployment of personnel. Ms. Feniz also coordinated safety training and orientation classes for the new inspectors.

Danny Finnegan
Construction Office Technician

Mr. Finnegan's position at GOTECH is Construction Office Technician. Mr. Finnegan is responsible for the proper compliance of contracts, safety, placement and duty assignments. His experience also includes Quality Assurance on the drainage system for the USACE and FEMA Program.

Mr. Finnegan serves as Construction Inspector on the Lake Pontchartrain Twin Span Bridge Repair Project. His duties include inspections to ensure compliance with plans and specifications, quantity verifications and schedule analysis.

Mr. Finnegan served as Quality Assurance Inspector and Team Leader for GOTECH, INC. on the USACE Debris Removal Project in the New Orleans area. He participated in the inspection of debris removal of construction demolition materials, white goods and vegetation after Hurricane Katrina. Mr. Finnegan coordinated this project with the Corps' field representatives.

Jeffery M. Floyd, P.E.
Chief Engineer

Mr. Floyd, as Chief Engineer, supervises activities of GOTECH's Civil Engineering Section including proposal development, client liaison, contract negotiation and administration, project execution and administration. Mr. Floyd brings thirty five years of valuable experience to GOTECH.

His work background includes an array of engineering experience with industrial, public and private clients. Mr. Floyd has extensive knowledge of roads and bridges, hydraulic and hydrologic design/analysis, geotechnical engineering and drainage design. Typical responsibilities on projects in these areas include proposal preparation, contract negotiations, supervision of field surveys, design studies, preparation of preliminary and final plans, construction bid documents, bidding assistance and construction administration.

Also within the realm of Mr. Floyd's vast career experience are sewer pipelines, erosion control, analysis of historical flooding and rainfall events, stabilizing earth movements associated with cross country pipelines and design of rehabilitation measures for existing sewer lines. Strong communication skills complement Mr. Floyd's outstanding engineering proficiency, making him essential to GOTECH.

Randall J. Guillaume, AC
Construction Management

Mr. Guillaume, as a Project Manager, is part of the Program Management Team joined with CSRS, Inc. for the Louisiana Community and Technical College System (LCTCS) statewide Facilities Program. His duties consist of facilitating the program, design and construction for oversight to this program into design-build to design-bid-build. His past experience in project management includes civil site work rehabilitations, mechanical and electrical upgrades, office buildouts and interior/exterior renovations.

Mr. Guillaume has served on GOTECH's construction management team as an integral part of PAL (Parsons Aviation Louisiana - a Joint Venture) for the Louis Armstrong New Orleans International Airport. The scope of GOTECH's involvement with PAL was to serve as program manager and airport consultant for the diverse assortment of construction, scheduling, cost estimation, process and civil engineering projects.

Mr. Guilaume's career experience also includes cost estimating, scheduling and quality assurance/quality control for federal, state and municipal projects. He has served on the design team as project controls manager for the new John James Audubon Bridge, located in New Roads, Louisiana.

Mr. Guillaume's educational background includes studies in construction and business management. His dedication and vision are very promising as he gains valuable work experience.

Rhaoul A. Guillaume, P.E., F.ASCE
President

Mr. Guillaume, as Principal and Chief Officer, supervises all activities of the corporation which includes the responsibility of corporate management of all contract requirements. His experience includes client liaison, contract negotiations and administration, project budget, manpower assignments and overall project quality control. He is directly involved with day-to-day as well as long range operations of the firm. He prefers the hands-on approach to management. This is possible because of the family-like, yet professional, atmosphere which prevails at GOTECH.

One of Mr. Guillaume's many attributes is his disposition which permits him to be at ease with differing personalities while maintaining strict professional engineering policies and procedures.

Under Mr. Guillaume's skillful guidance, GOTECH has established a strong base and root system. Each employee is highly regarded and treated as an indispensable member of the family comprised of highly qualified professional and technical people. Each of these "family members" plays a necessary and vitally important role. Praise and individual recognition are strong tools in Mr. Guillaume's repertoire.

His work background includes interning (summer jobs while in college) in Idaho, Wyoming and California in the engineering and surveying industry fields and as a field engineer for a construction company. Highlighting his pre-GOTECH experience, was his being selected as one of four engineers to represent the owner on the construction site of the Louisiana Superdome. In this capacity, he was responsible for monitoring all civil and structural aspects of design, including piling, concrete and steel.

Mr. Guillaume received his BS degree in civil engineering from Marquette University in 1971 and his B.A. degree from Xavier, also in 1971. He was a member of Chi Epsilon (National Civil Engineering Honor Society), Phi Mu Epsilon (National Mathematics Honor Society) and Sigma Phi Delta (National Professional Engineering Service Fraternity). He received "The Marquette Engineer" award in his senior year.

Mr. Guillaume holds membership in the American Society of Civil Engineers, National Society of Professional Engineers, Louisiana Engineering Society, Society of American Military Engineers, Mississippi Society of Professional Engineers, Louisiana Society of Professional Surveyors and the Consulting Engineers Council of Louisiana.

Rhaoul A. Guillaume, Jr., E.I.
Project Specialist

Mr. Guillaume serves as a Project Specialist on many of GOTECH's civil engineering projects. His career experience includes consultation and design for municipal, state and federal projects. Since joining GOTECH, his assignements have conisted of drainage, sewer and site specific deisgn layouts, as well as planning and construction management responsibilities.

As a Project Specialist, his is responsible for coordinating all phases of project progress including time management, schedules and compliance withe safe work practices. Mr. Guillaume also coordinates communication with other design agencies involved with the project, and with the computer-aided drafting (AutoCad) skills, Mr. Guillaume is able to enhance his conceptual ideas and interface more effectively with design technicians. He is experienced with most engineering computer programs for performing analyses regarding drainage, water, sewer and highway systems. Construction management, construction inspections and land development are also areas that he shows interest and creativity.

Mr. Guillaume holds membership in the American Society of Civil Engineers, Louisiana Engineering Society, Society of American Military Engineers, Urban Land Institute and various community service organizations.

Mr. Guillaume's educational background includes studies in civil and environmental engineering along with real estate and development. His knowledge and vision are very promising as he gains valuable work experience.

Diane Henderson
CADD Technician

Ms. Henderson's position at GOTECH is Computer-Aided Drafting and Design Technician. In this position she uses her experience in Autocad and Intergraph Computer Aided-Drafting systems to coordinate geometry, graphics, general drafting and engineering computational methods. Design calculations, quantity derivation, data research, quality control and shop drawings are all functions of her position.

Ms. Henderson's multifaceted experience of over 22 years has prepared for local municipal, state and federal roadway projects, as well as topographic and control surveys, geometry, drainage, bridges and retaining walls. Other project exposures include all phases of airport construction, buildings with structural and site work, land development and preparation of numerous exhibits for various studies and reports crucial to finalize feasibility decisions and formulation environmental impact statements.

By assisting the engineering staff in all aspects of project design, working within the project scope and criteria for design, specifications and plan preparation required by agencies such as DOTD, FAA and the Corps of Engineers, Ms. Henderson has considerably enhanced her areas of expertise.

Mary Anne Hnatyshyn
Construction Inspector

Ms. Hnatyshyn's position at GOTECH is Construction Inspector. With 25 years' experience, Ms. Hnatyshyn is currently serving as an Asphaltic Concrete Paving Inspector. Previously, she was GOTECH's lead inpector for the 14 mile road rehabilitation project of MacArthur Drive, located in Orleans Parish. Her duties included inspections to ensure compliance with plans and specifications, quantity verifications and schedule analysis. She also provided independent record keeping, prepared all field inspection and testing reports. Ms. Hnatyshyn's interfaces with the contractor proved vital as this project began its construction phase.

Previously she was assigned to the Blighted Property Project for Jefferson Parish West Bank. This project has been successfully completed.

John K. ''Sparky'' Hoffman, P.E.
Senior Civil Project Manager

Mr. Hoffman, as Senior Civil Project Manager, supervises the Green Light Plan. He is responsible for producing oversight reports, traffic engineering and transportation engineering on this project. He supervises work on all phases of planning, transportation, traffic and municipal engineering projects. Mr. Hoffman has extensive experience in road design, management skills and is familiar with DOTD and City/Parish operations.

Additional experience includes major Interstate corridor and bridge studies, preliminary and final roadway construction plans, as well as aviation and wastewater projects. Assignments have included Line and Grade studies, project management for Environmental Assessments and Environmental Impact Statements, preparation for preliminary and final construction plans for Interstate Highways and rural and urban arterial roadways. This section included three interchanges consisting of a directional interchange, a partial cloverleaf and a diamond interchange.

Mr. Hoffman’s traffic engineering experience includes design study for roadway, bridge and traffic signal construction plans, urban roadway system improvements which included turn lanes and signalization plans, ITS study and corridor study and feasibility analysis.

Mr. Hoffman is familiar with all LaDOTD hydraulics computer programs. His engineering computer software knowledge includes MicroStation, InRoads, Highway Capacity Software and Synchro.

Michael P. Maillet, PLS
Surveying/Construction Manager

As GOTECH’s Surveying/Construction Manager, Mr. Maillet manages the various in-house staff of construction inspectors GOTECH utilizes on projects throughout Louisiana. He also assists in the preparation of boundary, topographic and hydrographic surveys for the firm. His duties also consist of the supervision and preparation of property, topographic and cross-country pipeline surveys. Mr. Maillet is particularly adept at GPS technology utilization. His role also requires preparation of cost estimates and proposals for the performance of hydrographic and land surveys using Global Positioning System (GPS) equipment. Mr. Maillet is considered an integral part of the GOTECH, Inc. team with expertise in the examination of courthouse land title and assessment records regarding boundary survey work performed by the firm. Mr. Maillet is a member of the Louisiana Society of Professional Surveyors, as well as the professional surveying societies in Mississippi, Alabama and Florida.

Mr. Maillet’s list of credentials begins with a Bachelor of Science degree in Building Construction from Northeast Louisiana University. Included in Mr. Maillet’s surveying experiences are numerous projects involving preparation of property surveys for state highways including supervision and preparation of final right-of-way maps. He has supervised the construction layout for many bridges, including a swing bridge over Bayou Teche, and supervised surveys for the Department of Energy’s Strategic Petroleum Reserve Project in South Louisiana and Southeast Texas. Using GPS systems, Maillet supervised the establishment of a horizontal and vertical control network and determined the horizontal position of approximately 200 secondary control points for use in cross-sectioning Bayou LaFourche. For East Baton Rouge Parish he supervised establishing a horizontal and vertical control network as well as the horizontal and vertical position of 5,000 sewer manholes using Trimble’s GPS Real Time Kinematic System.

Mr. Maillet supervised the establishment of a horizontal and vertical control network over an area bounded on the west by the Texas/Louisiana state line, on the north by the Arkansas/Louisiana state line, on the east by the Red River and south by Interstate 20 for the LA D.O.T.D. This network was used to establish the horizontal position of photo control points for the proposed extension of Interstate 49 from Shreveport, LA to the Arkansas state line. Mr. Maillet was part of the engineering team assigned to prepare preliminary engineering and construction estimate reports for East Baton Rouge Parish’s Green Light Program. Mr. Maillet also performed the computational review of the final right-of-way maps for the East Baton Rouge Parish’s Green Light Program.

Chris Merkl
Project Manager

Mr. Merkl's position at GOTECH is Project Manager to which he brings over 30 years experience. His wide range of experience includes Public Works Director and Managing Director. Following Hurricane Katrina, he was responsible for supervising the expenditure of one half billion dollars of FEMA obligated funding.

Mr. Merkly has extensive knowledge and experience of the Water and Sewer divisions within the Department of Public Works.

He is currently involved with the City of New Orleans Office of Recovery Management Public Infrastructure project, as well as the New Orleans Recovery School District Program and Louisiana Community Development Block Grant Disaster Recovery Program. For the Public Infrastructure Project, Mr. Merkl's duties include planning, design and oversight of infrastructure utility design and analysis. As part of GOTECH's construction management services and program management services for the rebuilding of the public school systems as a result of Hurricanes Katrina and Rita, Mr. Merkl is responsible for site reviews. Mr. Merkly will provide professional services for the Louisiana Office of Community Development including program implementation, monitoring all disaster recovery unit infrastructure programs and reviewing progress reporting system on time and cost.

Angel A. Miranda
Project Construction Manager and Resident Engineer

Mr. Miranda's position at GOTECH is Project Construction Manager/Resident Engineer and is a valuable part of the GOTECH team. His background includes five years as a technical Advisory Consultant for FEMA. His experience includes disaster recovery following Hurricanes Katrina and Rita, production of damage assessment reports and development of cost estimates, analysis matrices and hazard mitigation solutions.

Mr. Miranda provides Project and Construction Management including Project Planning, Scoping, Design Phase, Bidding and Construction for the City of New Orleans Office of Recovery and Development Administration for Public Infrastructure project. He also schedules and manages site visits with the City of New Orelans, facilitates and moderates meetings, documents project progress and advises firms on the protocols and procedures to follow. On the construction aspect, Mr. Miranda performs inspections to identify status of work and adherence to Technical Provisions and Plans and to the Contract.

Mr. Miranda also supports other projects and performs Construction Management Services. As other projects reach the construction phase, he becomes more involved.

Working as consultant to the City of New Orleans for the Recovery Program, Mr. Miranda managed projects totaling $50 million handling all aspects of various design phases to the bid phase. He served as Construction Manager/Resident Engineer and managed time-sensitive projects during construction to successful Substantial and Final completion. In addition, he has managed 30+ special emerging projects from scoping, contract negotiation and contract execution.

Mr. Miranda's background includes extensive Quality Control and Quality Assurance Engineer and Auditor experience in Puerto Rico for its Tren Urbano (electric power train mass transportation system).

Steve S. Nelson
Engineering Technician

Mr. Nelson's position at GOTECH is Engineering Technician. With strong academic accomplishments combined with significant experience in the facilitation of air quality studies, ammonia measurement experiments and tabulation and reduction of experimental data, his contributions to GOTECH are imortant.

Knowledge and expertise in hydraulic engineering design, hydraulics lab, wastewater treatment, open channel flow, hazardous waste management and air pollution control are among Mr. Nelson's abilities.

Mr. Nelson has served as an Evangelical Free Church of America (EFCA) Crisis Response Construction Supervisor in the Orleans Parish area. Those responsibilities included: Management of volunteers which ensured construction project quality; Oversight of EFCA Crisis Response efforts in Kansas; and Assistance with disaster response feasibility in Lima, Peru.

John Poche
Construction Inspector

Mr. Poche's position at GOTECH is Construction Inspector. His duties include direct responsibility for monitoring, documenting and recording construction contractor quality control of materials and activities, project progress and quality of work. Mr. Poche' provides inspector services for the road overlay and repair project on the Sales Tax Street and Road Rehabilitation Program whcih GOTECH provides construction supervision and inspection services.

Mr. Poche' provides filed inspections for the Mississippi River bridge design and build project on the John James Audubon Bridge Project in St. Francisville, LA.

Mr. Poche' has extensive experience and certifications in asphalt, concrete and paving.

Carl J. Robichaux, P.E.
Project Engineer

Mr. Robichaux's position at GOTECH is Project Engineer. In this role he helps manage the Green Light Plan while serving a special assignment as East Baton Rouge Traffic Civil Engineer. Utility coordination, traffic engineering and cost estimating are also overseen by Mr. Robichaux.

Mr. Robichaux has over 31 years of experience with significant work as flood plain manager and in wastewater collection, and treatment and environmental engineering. He served as Project Manager of the Coastal Restoration Division for the Louisiana Department of Natural Resources from 1995 through March, 1997. Additional experience includes:

• Design of trailer parks for temporary housing of displaced hurricane victims, which included the design of roads, sewer and water system;



• Construction management for runway rehabilitation at Louis Armstrong New Orleans International Airport with direct responsibility of the new floodgate crossing the Canadian National Railroad tracks and levee lift of the Hurricane Protection Levee System;



• Review and approval of subdivision plans and support of Department of Public Works with drainage, road and bridge sanitary sewerage projects; and



• Served as administrator of the Operation and Maintenance Division of Wastewater Collection System for City/Parish of East Baton Rouge. Responsible for the administration of 100+ people including clerical staff, supervisors, heavy equipment, technicians, maintenance workers, inspectors and support staff. Prepared budget projections, reports and administered daily operations including receiving and disseminating public complaints.

John Schmidt
Construction Office Technician

Mr. Schmidt's position at GOTECH is Construction Office Technician. His 30+ years' experience provides quality assurance to GOTECH, Inc. clients as well as to fellow employees whom he supervises and trains.

Currently Mr. Schmidt serves as a resident construction inspector on the I-10 Twin Span Bridge Repair Project. He works out of the Slidell, LA office and provides inspection services to ensure compliance with project plans and specifications. Mr. Schmidt also verifies construction quantities and updates schedules.

Following Hurriances Katrina and Rita, he was a Quality Assurance Inspector and Team Leader for GOTECH, Inc. for the debris removal project in Jefferson and St. Tammany Parishes. This United States Army Corps of Engineers project included monitoring of segregation of hazardous wastes and white good removal; construction and debris removal from the right-of-way and private property; and tree and stump removal. He also provided Quality Assurance monitoring of demolition, residential drop site and Jefferson Parish Landfill opoeration. He measured trailers to determine load capacity, conducted vehicle safety inpections, wrote daily, detailed reports indicating load amounts, locations worked, safety issues and any controversial matters.

Mr. Schmidt assisted with QA inpector scheduling throughout the project area and worked with Corps supervisors to coordinate personnel deployment. As Quality Assurance Inspector, he coordinated safety training and orientation classes for new inspectors.

Charles Stewart, E.I.
Field Representative

Mr. Stewart's position at GOTECH is Field Representative. His responsibilities include independent record keeping and preparation of detailed reports required for inspection and testing, interpretation of plans and specifications and observations of construction activities to assure adherence to standardized safety practices and established code requirements.

Additional duties include direct responsibility for monitoring, documenting and recording construction contractor quality control of materials and activities, project progress and quality of work.

Mr. Stewart's experience includes construction inspection, development of roadway maps, rights-of-way mapping, house play surveys, supervising drafting of final plans, engineer-in-training, surveying, party chief of survey crew, design on I-49 in Alexandria, Shreveport and Bogalusa highways, as well as being actively involved in various street rehabilitation programs, airport access security systems, roadway construction, drainage and site utility improvements.

Mike Stewart
GIS Technician

As GIS Technician at GOTECH, Mr. Stewart provides Data Management. On the New Orleans Public Infrastructure project, he is responsible for managing Geographic Information System (GIS) inventory including maintenance and support on all GIS files pertaining to the drainage collection, water distribution and sewer collection systems. Mr. Stewart serves as the primary resource for the production of as-needed maps, reports and graphics for presentations, proposals, publications, special projects, construction services and management needs.

Claudia Thompson
Construction Office Technician

Ms. Thompson has experience in the proper compliance of contracts, safety issues, placement and duty assignments for GOTECH's field personnel in the Southeast Louisiana region.

She worked closely with U.S. Army Corps of Engineers, FEMA and other Federal, State and local Emergency Operations for the Debris Recovery Mission following Hurricanes Katrina and Rita where she dealt with Right-of-Entry, Right-of-Way, saltwater instrusion infesting trees and conducting safety briefings.

On the I-10 Twin Span Bridge project, Ms. Thompson was responsible for managing the Access database for requests for information (RFI), submittals and shop drawings; maintaining correspondence in the Excel spreadsheet log; attending weekly and monthly project meetings; processing stockpiled material payments and partial estimates payments; verifying certified payroll per FHWA Guidelines; dispensing and tracking Project Site Labor EEO Standards Interviews; administering plan change sheet revisions; and entering various other data utilized as tracking mechanisms for the reconstruction of the I-10 Twin Span Bridge Over Lake Pontchartrain project.

This project consisted of reconstruction of the I-10 Twin Span Bridge over Lake Pontchartrain in Slidell, Louisiana. The new bridge was built 300 feet to the east of the original twin span and now has a 30 foot elevation with an 80 foot high-rise section to allow for marine traffic and withstand a much higher storm surge. The 6-foot width of each span includes three 12 foot lanes and two 12 foot shoulders on each side. The bridge was designed to include reinforced concrete walls to increase storm surge resistance and minimize the effects of any barge collision. The bridge is designed for a 100-year life.

Janelle M. Laurent
Document Control Technician

Ms. Laurent serves as Document Control Technician receptionist for GOTECH on the City of New Orleans Office of Recovery Management Public Infrastructure project.

Administration

In addition to serving as receptionist, Ms. Stevens provides administrative duties for GOTECH for the New Orleans Recovery School District Program.
