Surveyor and Civil Design Technician


Mr. Barnard represents GOTECH as a Surveyor and Civil Design Technician. With over 32 years of extensive surveying and engineering experience with public, private and government agencies, he is well-versed in boundary and topographic surveys, cross-section analysis, construction stakeout and alignment determinations. He serves as an Engineering Designer and Land Surveyor, performing earthwork calculations, hydraulic and levee designs, drainage calculations, roadway layouts, complete cost estimate computations and boundary and topographic surveys. His engineering and surveying capabilities are enhanced by utilizing AutoCad, Softdesk, Maptech, Auto civil and Eagle Point software.

Mr. Barnard's responsibilities include assisting the survey personnel with topographic surveys, downloading data files, providing quality control reviews and performing and checking boundary surveys. He has project experience on a variety of boundary and right-of-way issues. Having extensive knowledge and experience in survey and design, Mr. Barnard provides a valuable service to the GOTECH team. His scope of service also includes production of topographic maps on road projects, airports and aprons, complete with contours, cross sections and existing/proposed drainage maps. On coastal restoration projects, Mr. Barnard compiles data from bathymetric surveys to produce one foot contour plan viewing mapping.

Mr. Belmer's position at GOTECH is Field/Survey Supervisor. He possesses over 31 years' experience in the survey field and has been involved with most every aspect of field surveying. His work experience includes first order baseline traversing, first order leveling, property boundary surveys, topographic surveys including profile, cross-section and automated hydrographic surveys, photogrammetric base survey work for aerial mapping, cadastral surveys, highway, bridge, industrial and commercial building construction layouts, pipeline surveys and layouts, electrical transmission line surveys, establishing monumented networks for cadastral and GIS control and waterway dredging projects.

Mr. Belmer has a working knowledge of GPS survey equipment, total station operation, EDM equipment, Fathometer/Hydro equipment and data collectors. Mr. Belmer has supervised surveys for the Corps of Engineers, DOTD, coastal erosion projects for NMFS, and the FAA, including projects for airports and military bases. Mr. Belmer has completed OSHA and ARSC Safety Training courses necessary for entrance into industrial plants.

With the combined strengths of his surveying background and guidance, Mr. Belmer has helped make GOTECH a leader in the surveying field.

Mr. Belmer is certified in CPR and first aid, which he maintains with periodic refresher courses required by the American Red Cross. This training provides a valuable asset whether on the job-site of in the office.

Richard J. Chataignier
CADD Technician


Mr. Chataignier's position at GOTECH is Computer-Aided Drafting and Design Technician. In this position he uses his experience in AutoCadd and Microstation Computer-Aided Drafting systems to coordinate geometry, graphics, general drafting and engineering computational methods. Design calculations, quantity derivation, data research, quality control and shop drawings are all functions of his position.

Mr. Chataignier has over 35 years experience which prepares him well for the technical demands of his position at GOTECH. This experience includes design, drafting and plan preparation for local, municipal, state and federal agency projects. His responsibilities have included CADD, board drafting, calculations, geometry, drainage, bridges and retaining walls. Other duties involved reducing survey field notes, providing pencil and ink drawings, as well as quantity and other miscellaneous calculations. Project exposures have included significant work on major bridges, including: I-10 Twin Spans temporary reconstruction (following Hurricane Katrina)which crosses Lake Pontchartrain; Louisa bridge in Sypremont Point which is a movable, bascule bridge; the Yazoo concrete/steel bridge; and the Flannery Road bridge in Baton Rouge. Other project work includes airports, site work and the preparation of exhibits for studies and reports. He also has more than two years' practical experience with the MCAUTO GDS System.

Mr. Chataignier provides valuable assistance to the engineering staff regarding all aspects of project design, working with criteria for design, specifications and plan preparation required by agencies such as DOTD, FAA and the Corps of Engineers.

Mr. Chatelain is a LA DOTD-certified construction inspector with 33 years' experience. At GOTECH, Inc., his duties include responsibility for all documentation, sampling, specification compliance, as well as on-site inspection during construction.

Most recently, on the Off-System Bridge program Roy-Gaspard Bridge project in Avoyelles Parish, Louisiana, Mr. Chatelain performed the required construction inspection services. This Off-System Bridge Rehabilitation and Replacement project consisted of a 4 to 20' slab span bridge, approach slabs and approach roadways. These services were performed in accordance with DOTD's Standards and Procedures, which required utilization of DOTD's Site Manager software.

He is currently working on the LA DOTD Interstate 12 Design/Build project which will extend from the O'Neal Lane intersection in East Baton Rouge Parish to the Walker exit in Livingston Parish. The I-12 widening project will expand the interstate roadway to three travel lanes in each direction for a distance of approximately nine miles. Terry Cormier
Quality Control Technician Manager


Mr. Cormier represents GOTECH as a Quality Control Technician Manager. He is currently working for GOTECH, Inc. on the I-12 Widening Design/Build project. Mr. Cormier provides surveying, utility coordination and construction inspection. Survey work includes establishment of primary vertical and horizontal control within the project limits which will facilitate construction layout. He will also provide any required surveying to complete the design phase of this project.

The Interstate 12 Widening project will expand the roadway from the O'Neal Lane intersection in East Baton Rouge Parish to the Walker Exit in Livingston Parish.

Mr. Cormier has over 36 years of experience as an Engineering Materials Manager, Federal Aid manager and Executive Director with Concrete & Aggregates Association of Louisiana. Additional experience includes:

  • Tested and incorporated hundreds of Concrete Additives for LA DOT Qualified Products List;

Patrick Donelon

Mr. Donelon’s position at GOTECH is Project Supervisor. Mr. Donelon has extensive experience in quality assurance inspection, project management, construction administration and contract enforcement/compliance. He has over 26 years experience in the construction-inspection field, working on project sites in South Louisiana. Mr. Donelon has served as the lead QA inspector at GOTECH for over 12 years, working on projects in the New Orleans Metropolitan area.

Mr. Donelon’s responsibilities include working closely with the US Army Corps of Engineers on Hurricane Katrina storm debris removal/storm recovery project in the City of New Orleans. He led the GOTECH personnel assigned to the project, coordinated 50 inspectors work on a daily basis. He verified the work performed in terms of quantity and adherence to contract requirements.

Mr. Donelon’s responsibilities with the New Orleans Regional Transit Authority included monitored the construction of the $26 million maintenance facility project and was the project manager assigned to the St. Charles Streetcar Refurbishment Project. He worked closely with the RTA staff developing the Critical path schedule milestone, the Projected Production Budget and the Cost to Complete Budget.

Mr. Donelon has experience with New Orleans Sewerage and Water Board. He has inspected project sites where sewer lines, force mains, pump stations, sheet pile walls and deep excavation pits were being constructed. Mr. Donelon’s project experience required field interpretation of the contract construction documents, plans and specifications to ensure field compliance.

As GOTECH’s Engineering Coordinator, Mr. Dyson brings a wide array of knowledge and experience to the firm. His threefold registration status (civil engineer, land surveyor and certified floodplain manager) provides for a unique understanding of project features in the engineering phase, as well as the survey/geometric portions of a project. Over the past 30 years, not only has he been directly involved with a variety of major infrastructure projects, he has also enhanced his expertise in civil engineering, land surveying, project management, construction management and administration, and cost estimating. His experience includes coastal restoration projects, drainage improvements, marine engineering, structural engineering and flood control projects. He is a member of the American Society of Civil Engineers, the Society of American Military Engineer, Chi Epsilon (National Civil Engineering Honor Society) and the Association of State Floodplain Managers.

Mr. Dyson’s extensive list of credentials begins with a Bachelor of Science degree in Civil Engineering from Louisiana State University. Most noted among his professional accomplishments are serving as the Project Manager for coastal restoration projects administered by the National Marine Fisheries Service, preparation of a flood control master plan for an 11,000 acre drainage basin in Jefferson Parish, Louisiana and flood control, bank stabilization, erosion control and hydraulic structure designs for the Yazoo River Basin project for the Vicksburg Corps of Engineers. Other accomplishments involve preparation of plans and specifications for various Mississippi River main protection levee projects, including Atchafalaya Basin levee enlargement projects for the New Orleans Corps of Engineers.

Included in Mr. Dyson’s surveying experiences are numerous projects involving boundary surveys, topographic work, drainage surveys and aerial mapping controls. He was Project Manager in charge of several Corps of Engineers survey contracts involving up to five field crews working concurrently. In that capacity he was responsible for levee centerline profiles, cross sections, baseline traversing and hydrographic, boundary and riverfront topographic surveys.

Aida Fenix
Project Finance Coordinator


Ms. Fenix's position at GOTECH is Project Finance Coordinator. Ms. Fenix served as Quality Assurance Inspector and Team Leader for GOTECH during the debris removal projects in Jefferson and St. Tammany Parishes provided for the US Army Corps of Engineers. This project included monitoring of segregation of hazardous wastes and white good removal, construction and demolition debris removal from the right of way and private property, tree and stump removal. Ms. Fenix provided Quality Assurance monitoring of demolition, residential ddrop site and Jefferson Parish Landfill operation. Ms. Fenix also measured trailers to determine load capacity, conducted safety inspections on vehicles, wrote daily reports detailing events of the day including load amounts, locations worked, safety issues and any controversial matters.

Ms. Fenix assisted with the scheduling of QA inspectors throughout the project area. She worked with the USACE supervisors to coordinate the deployment of personnel. Ms. Feniz also coordinated safety training and orientation classes for the new inspectors.

Danny Finnegan

Mr. Finnegan's position at GOTECH is Construction Office Technician. Mr. Finnegan is responsible for the proper compliance of contracts, safety, placement and duty assignments. His experience also includes Quality Assurance on the drainage system for the USACE and FEMA Program.

Mr. Finnegan serves as Construction Inspector on the Lake Pontchartrain Twin Span Bridge Repair Project. His duties include inspections to ensure compliance with plans and specifications, quantity verifications and schedule analysis.

Mr. Floyd, as Chief Engineer, supervises activities of GOTECH's Civil Engineering Section including proposal development, client liaison, contract negotiation and administration, project execution and administration. Mr. Floyd brings thirty five years of valuable experience to GOTECH.

His work background includes an array of engineering experience with industrial, public and private clients. Randy Hardy

Senior Civil Project Manager


Mr. Hoffman, as Senior Civil Project Manager, supervises the Green Light Plan. He is responsible for producing oversight reports, traffic engineering and transportation engineering on this project. He supervises work on all phases of planning, transportation, traffic and municipal engineering projects. Mr. Hoffman has extensive experience in road design, management skills and is familiar with DOTD and City/Parish operations.

Additional experience includes major Interstate corridor and bridge studies, preliminary and final roadway construction plans, as well as aviation and wastewater projects. Assignments have included Line and Grade studies, project management for Environmental Assessments and Environmental Impact Statements, preparation for preliminary and final construction plans for Interstate Highways and rural and urban arterial roadways. This section included three interchanges consisting of a directional interchange, a partial cloverleaf and a diamond interchange.

As GOTECH’s Surveying/Construction Manager, Mr. Maillet manages the various in-house staff of construction inspectors GOTECH utilizes on projects throughout Louisiana. He also assists in the preparation of boundary, topographic and hydrographic surveys for the firm. His duties also consist of the supervision and preparation of property, topographic and cross-country pipeline surveys. Mr. Maillet is particularly adept at GPS technology utilization. His role also requires preparation of cost estimates and proposals for the performance of hydrographic and land surveys using Global Positioning System (GPS) equipment. Mr. Maillet is considered an integral part of the GOTECH, Inc. team with expertise in the examination of courthouse land title and assessment records regarding boundary survey work performed by the firm. Mr. Maillet is a member of the Louisiana Society of Professional Surveyors, as well as the professional surveying societies in Mississippi, Alabama and Florida.

Mr. Maillet’s list of credentials begins with a Bachelor of Science degree in Building Construction from Northeast Louisiana University. Included in Mr. Maillet’s surveying experiences are numerous projects involving preparation of property surveys for state highways including supervision and preparation of final right-of-way maps. He has supervised the construction layout for many bridges, including a swing bridge over Bayou Teche, and supervised surveys for the Department of Energy’s Strategic Petroleum Reserve Project in South Louisiana and Southeast Texas. Using GPS systems, Maillet supervised the establishment of a horizontal and vertical control network and determined the horizontal position of approximately 200 secondary control points for use in cross-sectioning Bayou LaFourche. For East Baton Rouge Parish he supervised establishing a horizontal and vertical control network as well as the horizontal and vertical position of 5,000 sewer manholes using Trimble’s GPS Real Time Kinematic System.

Mr. Maillet supervised the establishment of a horizontal and vertical control network over an area bounded on the west by the Texas/Louisiana state line, on the north by the Arkansas/Louisiana state line, on the east by the Red River and south by Interstate 20 for the LA D.O.T.D. This network was used to establish the horizontal position of photo control points for the proposed extension of Interstate 49 from Shreveport, LA to the Arkansas state line. Mr. Maillet was part of the engineering team assigned to prepare preliminary engineering and construction estimate reports for East Baton Rouge Parish’s Green Light Program. Mr. Maillet also performed the computational review of the final right-of-way maps for the East Baton Rouge Parish’s Green Light Program.

    John Schmidt
    Construction Office Technician


    Mr. Schmidt's position at GOTECH is Construction Office Technician. His 30+ years' experience provides quality assurance to GOTECH, Inc. clients as well as to fellow employees whom he supervises and trains.

    Currently Mr. Schmidt serves as a resident construction inspector on the I-10 Twin Span Bridge Repair Project. He works out of the Slidell, LA office and provides inspection services to ensure compliance with project plans and specifications. Mr. Schmidt also verifies construction quantities and updates schedules.

    Following Hurriances Katrina and Rita, he was a Quality Assurance Inspector and Team Leader for GOTECH, Inc. for the debris removal project in Jefferson and St. Tammany Parishes. This United States Army Corps of Engineers project included monitoring of segregation of hazardous wastes and white good removal; construction and debris removal from the right-of-way and private property; and tree and stump removal. He also provided Quality Assurance monitoring of demolition, residential drop site and Jefferson Parish Landfill opoeration. He measured trailers to determine load capacity, conducted vehicle safety inpections, wrote daily, detailed reports indicating load amounts, locations worked, safety issues and any controversial matters.

    Mr. Schmidt assisted with QA inpector scheduling throughout the project area and worked with Corps supervisors to coordinate personnel deployment. As Quality Assurance Inspector, he coordinated safety training and orientation classes for new inspectors.

        Claudia Thompson

        Ms. Thompson has experience in the proper compliance of contracts, safety issues, placement and duty assignments for GOTECH's field personnel in the Southeast Louisiana region.

        She worked closely with U.S. Army Corps of Engineers, FEMA and other Federal, State and local Emergency Operations for the Debris Recovery Mission following Hurricanes Katrina and Rita where she dealt with Right-of-Entry, Right-of-Way, saltwater instrusion infesting trees and conducting safety briefings.

        On the I-10 Twin Span Bridge project, Ms. Thompson was responsible for managing the Access database for requests for information (RFI), submittals and shop drawings; maintaining correspondence in the Excel spreadsheet log; attending weekly and monthly project meetings; processing stockpiled material payments and partial estimates payments; verifying certified payroll per FHWA Guidelines; dispensing and tracking Project Site Labor EEO Standards Interviews; administering plan change sheet revisions; and entering various other data utilized as tracking mechanisms for the reconstruction of the I-10 Twin Span Bridge Over Lake Pontchartrain project.

        This project consisted of reconstruction of the I-10 Twin Span Bridge over Lake Pontchartrain in Slidell, Louisiana. The new bridge was built 300 feet to the east of the original twin span and now has a 30 foot elevation with an 80 foot high-rise section to allow for marine traffic and withstand a much higher storm surge. The 6-foot width of each span includes three 12 foot lanes and two 12 foot shoulders on each side. The bridge was designed to include reinforced concrete walls to increase storm surge resistance and minimize the effects of any barge collision. The bridge is designed for a 100-year life.

        Frank Younger

        Mr. Frank Younger represents GOTECH as a Construction Inspector and is currently assigned to the LA DOTD New Orleans Submerged Streets Repair project in New Orleans, Louisiana. Mr. Younger worked on Pontchartrain Boulevard, Canal Boulevard, Poydras, Washington, Martin Luther King Boulevard, St. Charles, Poland, Franklin, Harrison, Louisiana and Nashville Streets. His duties included reading plans and special orders to assure compliance. Mr. Younger also directed concrete pours in patch areas, curbs and ramps. He checked mix design on all concrete pours and checked asphalt temperature on the Canal Boulevard Project. He also wrote daily field reports to confirm work accomplished and payments.

        This project was for Federal Aid Eligible roads as a result of damage due to Hurricane Katrina in 2005.

        Mr. Lance A. Younger represents GOTECH as a Construction Inspector. He is currently working on the Interstate 12 Widening Design/Build state project. The project will extend from the O'Neal Lane intersection in East Baton Rouge Parish to the Walker exit in Livingston Parish, approximately nine miles. GOTECH, Inc. is providing surveying, utility coordination and construction inspection. The I-12 widening project will expand the Interstate roadway to three travel lanes in each direction.

        Mr. Younger has nine years' prior experience with the Louisiana Department of Transportation and Development in Roseland, LA for the departmental quality assurance for road and bridge construction. His duties included project management to ensure a high quality finished project built to paln, inspection of contractors' work on all phases of various projects, sampling and testing of soils, Portland cement, structural concrete and other materials used in construction. Mr. Younger provided accurate daily reports, monthly estimates, site manager reports and form 2059's forfinal estimates. His GOTECH duties reflect his experience and expertise in these areas.
