 David A. Barnard, P.L.S. Survey and Civil Design Technician
Mr. Barnard represents GOTECH as a Survey and Civil Design Technician. With over 30 years of extensive surveying and engineering experience with public, private and government agencies, he is well-versed in boundary and topographic surveys, cross-section analysis, construction stakeout and alignment determinations. He serves as an Engineering Designer and Landscape Surveyor, performing earthwork calculations, hydraulic and levee designs, drainage calculations, roadway layouts, complete cost estimate computations and boundary and topographic surveys. His engineering and surveying capabilities are enhanced by utilizing AutoCad, Softdesk, Maptech, Auto civil and Eagle Point software.
Mr. Barnard's responsibilities include assisting the survey personnel with actual field surveys, downloading data files, providing quality control reviews and performing and checking boundary surveys. He has project experience on a variety of boundary and right-of-way issues. Having extensive knowledge and experience in survey and design, Mr. Barnard provides a valuable service to the GOTECH team. His scope of service also includes production of topographic maps on road projects and airport aprons, complete with contours, cross sections and existing/proposed drainage maps. On coastal restoration projects, Mr. Barnard compiles data from bathymetric surveys to produce one foot contour plan viewing mapping.

 Raymond Belmer Field/Survey Supervisor
Mr. Belmer's position at GOTECH is Field/Survey Supervisor. He possesses over 29 years' experience in the survey field and has been involved with most every aspect of field surveying. His work experience includes first order baseline traversing, first order leveling, property boundary surveys, topographic surveys including profile, cross-section and automated hydrographic surveys, photogrammetric base survey work for aerial mapping, cadastral surveys, highway, bridge, industrial and commercial building construction layouts, pipeline surveys and layouts, electrical transmission line surveys, establishing monumented networks for cadastral and GIS control and waterway dredging projects.
Mr. Belmer has a working knowledge of GPS survey equipment, total station operation, EDM equipment, Fathometer/Hydro equipment and data collectors. Mr. Belmer has supervised surveys for the Corps of Engineers, DOTD, coastal erosion projects for NMFS, and the FAA, including projects for airports and military bases. Mr. Belmer has completed OSHA and ARSC Safety Training courses necessary for entrance into industrial plants.
With the combined strengths of his surveying background and guidance, Mr. Belmer has helped make GOTECH a leader in the surveying field.
Mr. Belmer is certified in CPR and first aid, which he maintains with periodic refresher courses required by the American Red Cross. This training provides a valuable asset whether on the job-site of in the office. |

 Georgina A. Boudreaux CADD Technician
Ms. Boudreaux's position at GOTECH is Computer-Aided Drafting and Design Technician. In this position she uses her experience in Autocad and Intergraph Computer-Aided Drafting systems to coordinate geometry, graphics, general drafting and engineering computational methods. Included in functions of her position are data research, quality control and shop drawings.
Ms. Boudreaux's accumulated experience and training have prepared her well for the technical demands of her position. Her work background consists of design, drafting and plan preparation for local, municipal, state and federal roadway projects, topographic and control surveys, geometry, drainage bridges and retaining walls.  Richard J. Chataignier CADD Technician
Mr. Chataignier's position at GOTECH is Computer-Aided Drafting and Design Technician. In this position he uses his experience in AutoCadd and Microstation Computer-Aided Drafting systems to coordinate geometry, graphics, general drafting and engineering computational methods. Design calculations, quantity derivation, data research, quality control and shop drawings are all functions of his position.
Mr. Chataignier has over 33 years experience which prepares him well for the technical demands of his position at GOTECH. This experienceincludes design, drafting and plan preparation for local, municipal, state and federal agency projects. His responsibilities have included CADD, board drafting, calculations, geometry, drainage, bridges and retaining walls. Other duties involved reducing survey field notes, providing pencil and ink drawings, as well as quantity and other miscellaneous calculations. Project exposures have included significant work on major bridges, including: I-10 Twin Spans temporary reconstruction (following Hurricane Katrina)which crosses Lake Pontchartrain; Louisa bridge in Sypremont Point which is a movable, bascule bridge; the Yazoo concrete/steel bridge; and the Flannery Road bridge in Baton Rouge. Other project work includes airports, site work and the preparation of exhibits for studies and reports. He also has more than two years' practical experience with the MCAUTO GDS System.

Patrick Donelon Project Supervisor
Mr. Donelon’s position at GOTECH is Project Supervisor. Mr. Donelon has extensive experience in quality assurance inspection, project management, construction administration and contract enforcement/compliance. He has over 25 years experience in the construction-inspection field, working on project sites in South Louisiana. Mr. Donelon has served as the lead QA inspector at GOTECH for over 10 years, working on projects in the New Orleans Metropolitan area.
Mr. Donelon’s responsibilities include working closely with the US Army Corps of Engineers on Hurricane Katrina storm debris removal/storm recovery project in the City of New Orleans. He led the GOTECH personnel assigned to the project, coordinated 50 inspectors work on a daily basis. He verified the work performed in terms of quantity and adherence to contract requirements.
Mr. Donelon’s responsibilities with the New Orleans Regional Transit Authority included monitored the construction of the $26 million maintenance facility project and was the project manager assigned to the St. Charles Streetcar Refurbishment Project. He worked closely with the RTA staff developing the Critical path schedule milestone, the Projected Production Budget and the Cost to Complete Budget.
Mr. Donelon has experience with New Orleans Sewerage and Water Board. He has inspected project sites where sewer lines, force mains, pump stations, sheet pile walls and deep excavation pits were being constructed. Mr. Donelon’s project experience required field interpretation of the contract construction documents, plans and specifications to ensure field compliance.

 Bruce Dyson, P.E., P.L.S. Engineering Coordinator
As GOTECH’s Engineering Coordinator, Mr. Dyson brings a wide array of knowledge and experience to the firm. His threefold registration status (civil engineer, land surveyor and certified floodplain manager) provides for a unique understanding of project features in the engineering phase, as well as the survey/geometric portions of a project. Over the past 30 years, not only has he been directly involved with a variety of major infrastructure projects, he has also enhanced his expertise in civil engineering, land surveying, project management, construction management and administration, and cost estimating. His experience includes coastal restoration projects, drainage improvements, marine engineering, structural engineering and flood control projects. He is a member of the American Society of Civil Engineers, the Society of American Military Engineer, Chi Epsilon (National Civil Engineering Honor Society) and the Association of State Floodplain Managers.
Mr. Dyson’s extensive list of credentials begins with a Bachelor of Science degree in Civil Engineering from Louisiana State University. Most noted among his professional accomplishments are serving as the Project Manager for coastal restoration projects administered by the National Marine Fisheries Service, preparation of a flood control master plan for an 11,000 acre drainage basin in Jefferson Parish, Louisiana and flood control, bank stabilization, erosion control and hydraulic structure designs for the Yazoo River Basin project for the Vicksburg Corps of Engineers. Other accomplishments involve preparation of plans and specifications for various Mississippi River main protection levee projects, including Atchafalaya Basin levee enlargement projects for the New Orleans Corps of Engineers.
Included in Mr. Dyson’s surveying experiences are numerous projects involving boundary surveys, topographic work, drainage surveys and aerial mapping controls. Mr. Floyd, as Chief Engineer, supervises activities of GOTECH's Civil Engineering Section including proposal development, client liaison, contract negotiation and administration, project execution and administration. Mr. Floyd brings thirty five years of valuable experience to GOTECH.
His work background includes an array of engineering experience with industrial, public and private clients. Mr. Floyd has extensive knowledge of roads and bridges, hydraulic and hydrologic design/analysis, geotechnical engineering and drainage design. Typical responsibilities on projects in these areas include proposal preparation, contract negotiations, supervision of field surveys, design studies, preparation of preliminary and final plans, construction bid documents, bidding assistance and construction administration.
Also within the realm of Mr. Floyd's vast career experience are sewer pipelines, erosion control, analysis of historical flooding and rainfall events, stabilizing earth movements associated with cross country pipelines and design of rehabilitation measures for existing sewer lines.  Randall J. Guillaume Construction Management
Mr. Guillaume serves on GOTECH's construction management team as an integral part of PAL (Parsons Aviation of Louisiana - a Joint Venture) for the Louis Armstrong New Orleans International Airport. The scope of GOTECH's involvement with PAL is to serve as program manager and airport consultant for the diverse assortment of construction, scheduling, coat estimating, process and civil engineering projects. Early predictions have this program overseeing nearly a billion dollars in construction projects.
Mr Guillaume's career experience includes cost estimating, permitting, scheduling and quality assurance/quality control for federal, state and municipal projects. He has served on the design team as project controls manager for the new John James Audubon Bridge located in New Roads, LA. He has also served aas project manager for a vast array of construction projects at the New Orleans Airport including airport buildouts, airline relocation, runway rehabilitations and many other capital improvement projects.

 Rhaoul A. Guillaume, P.E. President
Mr. Guillaume, as Principal and Chief Officer, Supervises all activities of the corporation which includes the responsibility of corporate management of all contract requirements. His experience includes client liaison, contract negotiations and administration, project budget, manpower assignments and overall project quality control. He is directly involved with day-to-day as well as long range operations of the firm. He prefers the hands-on approach to management. This is possible because of the family-like, yet professional, atmosphere which prevails at GOTECH.
One of Mr. Guillaume's many attributes is his disposition which permits him to be at ease with differing personalities while maintaining strict professional engineering policies and procedures.
Under Mr. Guillaume's skillful guidance, GOTECH has established a strong base and root system. Each employee is highly regarded and treated as an indispensable member of the family comprised of highly qualified professional and technical people. Each of these "family members" plays a necessary and vitally important role. Praise and individual recognition are strong tools in Mr. Guillaume's repertoire.
His work background includes interning (summer jobs while in college) in Idaho, Wyoming and California in the engineering and surveying industry fields and as a field engineer for a construction company. Highlighting his pre-GOTECH experience, was his being selected as one of four engineers to represent the owner on the construction site of the Louisiana Superdome. In this capacity, he was responsible for monitoring all civil and structural aspects of design, including piling, concrete and steel.
Mr. Guillaume received his BS degree in civil engineering from Marquette University in 1971 and his B.A. degree from Xavier, also in 1971. He was a member of Chi Epsilon (National Civil Engineering Honor Society), Phi Mu Epsilon (National Mathematics Honor Society) and Sigma Phi Delta (National Professional Engineering Service Fraternity). His career experience includes design and preparation and final construction documents for federal, state and municipal projects. He is responsible for reporting all phases of project progress, including time management, schedules and quality assurance to the Project Manager and Engineering Coordinator. He maintains open communication with other design firms along with local, state and federal agencies involved with the project. He provides plan production and coordinates with drafting technicians.
Mr Guillaume's assignments at GOTECH range from drainage, sewer and site design to geometric layouts and roadway plans. He has provided assistance on many projects including Wastewater Treatment (design and rehabilitation), pump station design, parking and site layout, force main and gravity transmission design, as well as highway design and utility relocation. He utilizes engineering software for performing analyses regarding drainage, water, sewer and highway systems. With computer-aided drafting (AutoCad) skills, Mr Guillaume is able to enhance his conceptual ideas and interface more effectively with design technicians. Construction management, construction inspections and land development are also areas that he shows interest and creativity.

 John K. ''Sparky'' Hoffman, P.E. Senior Civil Project Manager
Mr. Hoffman, as Senior Civil Project Manager, supervises the Green Light Plan. He is responsible for producing oversight reports, traffic engineering and transportation engineering on this project. He supervises work on all phases of planning, transportation, traffic and municipal engineering projects. Mr. Hoffman has extensive experience in road design, management skills and is familiar with DOTD and City/Parish operations.
Additional experience includes major Interstate corridor and bridge studies, preliminary and final roadway construction plans, as well as aviation and wastewater projects. Assignments have included Line and Grade studies, project management for Environmental Assessments and Environmental Impact Statements, preparation for preliminary and final construction plans for Interstate Highways and rural and urban arterial roadways. This section included three interchanges consisting of a directional interchange, a partial cloverleaf and a diamond interchange.
Mr. Hoffman’s traffic engineering experience includes design study for roadway, bridge and traffic signal construction plans, urban roadway system improvements which included turn lanes and signalization plans, ITS study and corridor study and feasibility analysis.

 Domonic Lapeyrolerie Field Representative
Mr. Lapeyrolerie's position at GOTECH is Field Representative. He is directly responsible, during all phases of a project, for the monitoring, documenting and recording of construction contractor quality control activities and construction progress. A major part of his responsibilities involve maintaining a set schedule for progress and performance both for the general and subcontractors, thereby minimizing lost time and eliminating cost overruns. His vast experience in roadway inspections includes sewer, drainage, roadway excavation, concrete, coordinating with proper officials regarding installation and synchronization of traffic signals, asphalt, binder course, wearing course, manholes, drop inlets (all types) and soils stabilization.
Cost estimating by Mr. Lapeyrolerie at GOTECH has proven to be a valuable asset by allowing accurate forecasts of anticipated expenditures during each phase of a project. He also provides assistance by coordination of construction activities through all phases - pre-construction, construction and post-construction. Through his experience as a former Construction Manager, Construction Project Engineer and Coordinator for a pulp and paper mill plant during a major expansion, he is able to foresee possible complications during a variety of differing projects at GOTECH.
During his tenure as Project Engineering Manager, his responsibilities included the complete design and installation of a hot water generator system, primary and secondary pumping units, variable speed drives, cooling towers, chilled water pumps, and deep water wells.
As Director of Maintenance for the Housing Authority of New Orleans, Mr. Lapeyrolerie was responsible for planning, implementing and coordinating a comprehensive citywide program of maintenance operation on all sites. |

As GOTECH’s Surveying/Construction Manager, Mr. Maillet manages the various in-house staff of construction inspectors GOTECH utilizes on projects throughout Louisiana. He also assists in the preparation of boundary, topographic and hydrographic surveys for the firm. His duties also consist of the supervision and preparation of property, topographic and cross-country pipeline surveys. Mr. Maillet is particularly adept at GPS technology utilization. His role also requires preparation of cost estimates and proposals for the performance of hydrographic and land surveys using Global Positioning System (GPS) equipment. Mr. Maillet is considered an integral part of the GOTECH, Inc. team with expertise in the examination of courthouse land title and assessment records regarding boundary survey work performed by the firm. Mr. Maillet is a member of the Louisiana Society of Professional Surveyors, as well as the professional surveying societies in Mississippi, Alabama and Florida.
Mr. Maillet’s list of credentials begins with a Bachelor of Science degree in Building Construction from Northeast Louisiana University. Included in Mr. Maillet’s surveying experiences are numerous projects involving preparation of property surveys for state highways including supervision and preparation of final right-of-way maps. He has supervised the construction layout for many bridges, including a swing bridge over Bayou Teche, and supervised surveys for the Department of Energy’s Strategic Petroleum Reserve Project in South Louisiana and Southeast Texas. Using GPS systems, Maillet supervised the establishment of a horizontal and vertical control network and determined the horizontal position of approximately 200 secondary control points for use in cross-sectioning Bayou LaFourche. For East Baton Rouge Parish he supervised establishing a horizontal and vertical control network as well as the horizontal and vertical position of 5,000 sewer manholes using Trimble’s GPS Real Time Kinematic System.
Mr. Mike Maillet supervised the establishment of a horizontal and vertical control network over an area bounded on the west by the Texas/Louisiana state line, on the north by the Arkansas/Louisiana state line, on the east by the Red River and south by Interstate 20 for the LA D.O.T.D. This network was used to establish the horizontal position of photo control points for the proposed extension of Interstate 49 from Shreveport, LA to the Arkansas state line. Mr. Maillet was part of the engineering team assigned to prepare preliminary engineering and construction estimate reports for East Baton Rouge Parish’s Green Light Program. Mr. Maillet also performed the computational review of the final right-of-way maps for the East Baton Rouge Parish’s Green Light Program.

Eldred O. ''Buck'' Phillips Construction Inspector
Mr. Phillips' position at GOTECH is Construction Inspector. Mr. Phillips is an effective team leader with years of managerial and supervisory experience. He has been the Project Manager for a variety of projects at the Louis Armstrong New Orleans International Airport. His duties include independent record keeping, preparation of reports for inspection and testing, interpretation of plans and specifications and observation of contraction activities to check on adherence to safety requirements and practices.
Mr. Phillips coordinated the construction activities with the Airport staff to ensure compliance with schedules. He reviewed the progress schedules and milestones with the contractor on a regular basis.
Mr. Phillips responsibilities at the Louis Armstrong New Orleans International Airport include airport terminal projects, responsible for field drawings, floor plans for electrical and mechanical upgrades, AutoCAD work, TACA hangar and Building 6 demolition and ancillary facilities rehabilitation of interior and exterior. Mr. Phillips responsibilities for the residential sound insulation program include interfacing with home owners on renovation and construction of sound abatement. This program evaluated the aircraft noise impact for the residential areas surrounding the airport and determined appropriate measures to mitigate the adverse impacts. |

 Carl J. Robichaux, P.E. Project Engineer
Mr. Robichaux's position at GOTECH is Project Engineer. In this role he helps manage the Green Light Plan while serving a special assignment as East Baton Rouge Traffic Civil Engineer. Utility coordination, traffic engineering and cost estimating are also overseen by Mr. Robichaux.
Mr. Robichaux has over 29 years of experience with significant work as flood plain manager and in wastewater collection, and treatment and environmental engineering. He served as Project Manager of the Coastal Restoration Division for the Louisiana Department of Natural Resources from 1995 through March, 1997. Additional experience includes:
- Design of trailer parks for temporary housing of displaced hurricane victims, which included the design of roads, sewer and water system;
- Construction management for runway rehabilitation at Louis Armstrong New Orleans International Airport with direct responsibility of the new floodgate crossing the Canadian National Railroad tracks and levee lift of the Hurricane Protection Levee System;
- Review and approval of subdivision plans and support of Department of Public Works with drainage, road and bridge sanitary sewerage projects; and
- Served as administrator of the Operation and Maintenance Division of Wastewater Collection System for City/Parish of East Baton Rouge. Responsible for the administration of 100+ people including clerical staff, supervisors, heavy equipment, technicians, maintenance workers, inspectors and support staff. Prepared budget projections, reports and administered daily operations including receiving and disseminating public complaints.
Mr. Robichaux is experienced in providing clients with comprehensive planning, engineering and architectural services. Master Plans, Facility Plans and administrative engineering services on a variety of projects are in his realm of expertise. From water and wastewater treatment facilities to water and natural gas transmission and distribution systems, Mr. Robichaux has provided sound engineering service.
Mr. Robichaux is familiar with regulatory agency permitting (EPA, DEQ, DH&H, and USACE), specifications and contract documents.
